International Consultant for Technology Needs Assessment in Zambia

About the role

The UN Technology Bank is seeking an international consultant to lead a Technology Needs Assessment (TNA) for Zambia. The assignment will be conducted remotely over 12 months, in close collaboration with national consultants and the Ministry of Technology and Science.

Key responsibilities

• Analyse Zambia’s STI ecosystem, including policy frameworks, innovation capacities and technology absorption.
• Lead inclusive stakeholder engagements across government, academia, business and research institutions to identify priority sectors and technology gaps.
• Oversee data collection (surveys, focus groups, interviews), ensure quality assurance and synthesize findings into analytical insights.
• Develop policy and action‑oriented recommendations that align with Zambia’s Vision 2030, national development plans and the SDGs.
• Produce high‑quality research outputs, knowledge products and reports for the TNA Steering Committee.

Required profile

• Proven experience in conducting STI or technology needs assessments in developing country contexts.
• Strong background in stakeholder engagement, qualitative and quantitative research methods.
• Ability to work collaboratively with national consultants and international teams.
• Familiarity with LDC development frameworks such as the Doha Programme of Action and UN Technology Bank processes.
