HSE Engineer - On-Site, Istanbul

About the role

HR Effect Istanbul is hiring a full-time HSE Engineer for an on-site position in Istanbul. The role covers HSSE management for an EPC contractor's utilities construction projects, such as power plants and substations.

Key responsibilities

• Develop and implement the project HSSE risk management system based on ISO 45001 and ISO 14001.
• Formulate, advise on, implement and monitor contractor and construction HSSE management activities.
• Monitor and ensure the EPC contractor complies with its HSSE obligations under the EPC contract.
• Review method statements, risk assessments and other HSSE documents for adequacy and compliance.
• Maintain an effective HSSE communication plan, including periodic HSSE committee meetings.
• Advise the project team on HSSE issues and keep stakeholders engaged on occupational health, safety, environment and security.
• Monitor, evaluate and analyse HSSE performance and report it monthly.
• Investigate incidents, report findings and recommend corrective actions.
• Carry out daily, weekly and monthly HSSE inspections, audits and incident investigations.
• Promote safety recognition awards and disciplinary procedures, and maintain an observations and corrective action process.
• Test emergency and fire preparedness arrangements and resources.

Required profile

• Experience on power, water, oil and gas or chemical plants.
• Strong verbal and written communication skills.

Required skills

• Understanding of HSSE management for construction, testing and commissioning of utilities projects.
• Familiarity with World Bank/IFC/EBRD Environmental and Social Performance Standards.
• Safety risk management, hazard and risk assessment, and incident investigation.
• Firefighting, fire suppression and detection systems, and first aid/CPR/AED.
• Chemical safety management and emergency response.
