ICT Analyst – Technology for Development (EECARO)

About the role

The ICT Analyst will oversee the implementation of ICT policies and provide Technology for Development (T4D) programmatic support for UNFPA’s Eastern Europe and Central Asia Regional Office (EECARO) and its country offices. Reporting to the International Operations Manager, the role blends core ICT operations with digital innovation to help achieve UNFPA’s strategic goals.

Key responsibilities

• Act as the primary liaison between EECARO programme teams and the global Digital Center of Excellence, facilitating adoption and scaling of standardized digital solutions.
• Manage core ICT services, including network infrastructure, hardware/software standards, cybersecurity measures, and end‑user support.
• Lead T4D initiatives: scope, plan, monitor pilots, provide technical guidance on AI and digital tools, and build digital‑dexterity among staff.
• Oversee ICT resource and budget management, procure equipment, and ensure cost‑efficient operations.
• Maintain confidentiality, integrity and availability of ICT systems, conduct disaster‑recovery tests and manage asset inventory.

Required profile

• Advanced university degree in Information Technology, Computer Science, Engineering or related field.
• Minimum 2 years of progressively responsible experience in ICT, preferably network infrastructure or cloud‑based application administration.
• Demonstrated experience providing Technology for Development programmatic support, preferably with AI‑related solutions.
• Fluency in English and Turkish.
