Operations and Oversight Specialist (Tier 0 and 1 only)

About the role

The UNDP Regional Bureau for Europe and the Commonwealth of Independent States (RBEC) is hiring an Operations and Oversight Specialist in Istanbul, reporting to the New York-based Oversight Specialist and working under the guidance of the Deputy Regional Director. The post contributes to quality assurance and oversight of Country Office management and operations, and coordinates the Hub's resource management while assisting the IRH Manager. Only Tier 0 and Tier 1 UNDP/UNCDF/UNV staff are eligible to apply.

Key responsibilities

• Oversight of Country Office management performance and quality assurance of programme and operational activities, including audit follow-up, data analysis and recommendations for improvement
• Oversight of the Istanbul Regional Hub's operational and financial performance, compliance with UN/UNDP rules and the Internal Control Framework, and support to the IRH management team
• Implementation of the Internal Control Framework across the region, including advice on delegation of authorities, anti-fraud and AML/CFT measures
• Facilitation of knowledge sharing, training and on-boarding for Hub and Country Office staff, and review of SOPs and business processes

Required profile

• Master's degree in Business Administration, Public Administration, Finance, Economics or a related field, or a bachelor's degree plus two years of qualifying experience
• At least 7 years of relevant experience with a master's degree, or 9 years with a bachelor's degree, in management advisory and/or operational systems, preferably in a UNDP Country Office or regional/HQ location
• Fluency in English; knowledge of another UN language and fluency in the region's languages are desirable

• Computer literacy, including MS Word, Excel, ERP systems, data analytics, dashboards and BI tools
• Desirable: finance and operational management, accrual accounting, IPSAS or IFRS, change management, audit, compliance, quality assurance, quantum, people management and virtual teams
