Midwifery Situation Analysis Tool (SAT) Consultant
United Nations Population Fund · U2
Job description
About the role
Following the 2026 Ankara regional midwifery conference, UNFPA Türkiye is consulting a specialist to apply the UNFPA Midwifery Models of Care Situation Analysis Tool (SAT) in Turkey. The SAT assesses the minimum requirements for transitioning to midwifery models of care, identifying strengths, gaps and priority areas, and is not an audit or performance evaluation. The consultancy lasts 10 working days between 23 November and 22 December 2026 and is home-based, with task force meetings and a one-day validation workshop held online.
Key responsibilities
- Desk review: prepare Turkish translations of the SAT questions and materials, compile an evidence folder, complete the country profile and pre-score the 57 questions, and propose national definitions and consensus methods for subjective items.
- Coordinate with the Ministry of Health-led midwifery coordination mechanism, manage the master file of the tool, and review draft scores with the national task force, resolving discrepancies by evidence and consensus.
- Facilitate a one-day validation workshop with public institutions, universities, professional associations and civil society, and prioritize gaps by need, equity, feasibility and urgency.
- Finalize the Excel tool, analyze results across the 18 categories, the UNFPA accelerator pillars and the WHO implementation guide, and produce a 3-4 page executive summary and presentation.
Required profile
- Master's degree in midwifery, nursing, public health, health management or a related field.
- At least 2 years of professional experience in reproductive health, maternal and newborn health, midwifery or health workforce policies, including health-system assessment, program implementation or midwifery education.
- Demonstrated knowledge of pre-service midwifery education and experience in midwifery education, health-system strengthening or related programs.
- Advanced written and spoken Turkish and English, including technical reporting.
Required skills
- Strong facilitation and consensus-building skills in multi-stakeholder meetings and expert workshops.
- Proficiency in MS Office, particularly MS Excel.
- Knowledge of WHO and UNFPA guidance on midwifery-led models of care and ICM standards is an asset.
