Consultant (Field Expert)

About the role

The International Organization for Migration (IOM) is seeking a Consultant (Field Expert) to support the "Promoting Sustainable and Socially Inclusive Labour Market Integration" project in Turkey. The role focuses on strengthening social cohesion between migrants and host communities through localized implementation of the National Action Plan on Harmonization.

Key responsibilities

• Strengthen the capacity of Provincial Directorates of Migration Management to analyse, prioritize and plan local‑level social cohesion solutions.
• Prepare Local Harmonization Action Plans for 20 provinces, integrating activities of the Directorate General of Harmonization and Communication.
• Coordinate with public institutions and local stakeholders to develop policy recommendations based on provincial needs.
• Support the effective implementation of the Presidency of Migration Management’s local harmonization policies.
• Monitor and report on the progress of social cohesion initiatives and provide technical guidance to provincial teams.

Required profile

• Proven experience in migration management, social cohesion, or related public‑policy fields.
• Strong understanding of the Turkish migration context and the harmonization framework.
• Ability to work independently and provide expert guidance to government bodies.
• Excellent analytical and coordination skills.
