Finance Analyst - ECA Region (Istanbul)

About the role

UN Women is recruiting a Finance Analyst for its Istanbul office, reporting to the Regional Operations Manager and working under the guidance of the Deputy Director for Financial Management in Headquarters. The post supports finance users in the Europe and Central Asia (ECA) region, ensures compliance with accounting standards and financial rules, and acts as the Audit focal point for the region. The incumbent also supervises the Finance Associate at the ECA Regional Office.

Key responsibilities

• Coordinate financial planning, analysis and reporting for the Regional Office and ECA offices, including month-end and year-end closings, and draft financial reports in line with IPSAS
• Review and verify financial transactions, audit reports and contractual arrangements with suppliers, and follow up on anomalies
• Coordinate cash management, liquidity management and financial risk assessments
• Prepare advance and direct payments, manage programme budgets and support project closures
• Track contributions, write donor reports and respond to audit and other findings
• Provide financial training, run the Finance Helpdesk and supervise Finance staff in the region
• Perform delegated approval functions in Quantum, including acting as RO IDAM Approver in UNALL and OneApp ICF/DOA

Required profile

• Master's degree (or equivalent) in Finance/Accounting, or a professional accounting qualification such as Chartered Accountant or Certified Public Accountant
• Successful completion of UN Women's accounting technical test
• At least 2 years' experience in an accounting role in a large international organization, preferably in the UN system
• Demonstrated experience with ERP financial systems, financial and budget support to programmes, and detailed financial reporting for senior management
• Fluency in English; working knowledge of other UN official languages is an asset

Required skills

• Good knowledge of IPSAS/IFRS and complex financial rules and regulations
• Experience with complex financial systems such as Quantum, and with ERP systems such as Oracle Cloud (desirable)
• Spreadsheets and database packages, and web-based management systems
