HR Services Manager – Bulgaria & Turkey

About the role

Safeguard Global is looking for an HR Services Manager to act as the trusted HR partner for global clients and workers in Bulgaria and Turkey. You will provide guidance on local employment legislation, HR practices, and manage the full employee lifecycle.

Key responsibilities

• Manage end‑to‑end employee lifecycle activities such as onboarding, contracts, transfers, performance issues and off‑boarding.
• Advise clients and workers on Turkish and Bulgarian labour law, HR policies, benefits and market practices.
• Collaborate with Payroll, Sales, Client Success and global teams to deliver accurate local HR guidance.
• Independently handle HR projects, ensuring quality, SLA compliance and timely resolution.
• Identify process gaps and contribute to continuous‑improvement initiatives.

Required profile

• 3–5 years of HR experience with strong knowledge of Turkish or Bulgarian labour law.
• Degree in HR or related field; university education preferred.
• Fluent in the local language and English.
• Strong communication, interpersonal and client‑service skills.
• Proactive, detail‑oriented and solution‑focused mindset.

Required skills

• In‑depth understanding of local employment legislation (Turkish or Bulgarian Labour Law).
• Experience managing a broad range of HR matters independently.
