National Budget Officer – Humanitarian Finance

About the role

The International Organization for Migration (IOM) seeks a National Budget Officer to support humanitarian operations in the ESEM region, including Turkey and Northwest Syria. Reporting to the RMO‑Budget, SRMO and CoM, the officer will manage resource planning, budget monitoring and financial reporting for all programmed projects.

Key responsibilities

• Monitor and report on budgets for ESEM region projects in line with IOM policies and standards.
• Prepare clear financial reports and ensure accurate accounting of expenditures.
• Supervise staff involved in budget administration and coordinate with administrative units.
• Maintain and update computerized accounting systems, including PRISM and SAP where applicable.
• Support resource management needs and assist in financial planning for new arrivals and displacement responses.

Required profile

• Master’s degree in Accountancy, Business Administration, Commerce or Finance, or a university degree with at least two years of relevant experience.
• Proven experience in finance and budgeting, preferably in international public‑sector or humanitarian contexts.
• Fluency in English (oral and written); Turkish or Arabic is advantageous.
• Ability to prepare concise reports, supervise staff and coordinate administrative activities.

Required skills

• High level of computer literacy with experience in computerized accounting systems.
• Advanced proficiency in MS Office, especially Excel.
• Knowledge of IOM PRISM accounting system; SAP training is an advantage.
